Opportunity Platform is the digital infrastructure that turns commitments into accountable, auditable, transparent delivery. Built by the team that runs the programmes. Currently deployed for Greystar, Derwent London and Legal & General.

Why it exists

Most S106 commitments are managed in spreadsheets. The people they're for can't see them at all.

Every major development carries hundreds of commitments, to councils, contractors, residents and investors. Apprenticeship targets. Local labour percentages. Procurement quotas. Training places. Volunteering hours. Schedule 7 of every S106 deed lists them in detail. Schedule 11 extends them. ESG frameworks bolt on more.

In most cases, these commitments are tracked in private spreadsheets, reported quarterly, and only visible to the parties writing the report. The residents the commitments were designed to benefit usually don't know they exist. The supply chain often doesn't know what's available. The council waits for the report. By the time anyone notices a target is being missed, it's too late to fix.

Public commitment register

Every Schedule 7 and ESG commitment a development has made, published on a scheme-branded site, embedded in the local borough, indexed by category. Residents see what's on offer. Councils see what's outstanding. Developers see what they're tracking against.

Live opportunity listings

Apprenticeships, jobs, work placements, training courses, school engagement opportunities, supply chain bid invitations, all surfaced in one place, all linked to the underlying commitment they discharge. Residents register, providers post, the platform routes.

Audit-grade evidence collection

Every placement, every procurement, every training delivery is logged with timestamps, attendee declarations and supporting evidence. Retained for the life of the deed, typically ten years for end-use S106. Council sign-off in days, not months.

Council and partner integrations

Vacancies push directly into council employment services like Good Work Camden. Local SMEs in the borough's Meet the Buyer directory get auto-matched to occupier needs. Local delivery charities like Big Local Works get a seat in the platform, not a CSV download.

London Living Wage and compliance enforcement

Every role posted is checked against the LLW rate. Occupiers and contractors must lodge a signed declaration before a vacancy goes live. Compliance is built into the workflow, not retrofitted into reporting.

Live dashboards for every stakeholder

Developers see commitment versus delivery. Councils see borough-level outcomes. Investors see ESG-aligned reporting straight from the source data. Workers and residents see opportunities relevant to them. One source, multiple views.

The Pearl Yard development in Southwark, 1,600 homes on the former Peek Frean Biscuit Factory site. Opportunity Platform publishes every Schedule 7 commitment alongside live opportunities, in partnership with local delivery charity Big Local Works.

397 construction jobs, 98 apprenticeships, 367 training places, 158 end-use jobs, 480 affordable homes, 30 years of affordable workspace, all tracked publicly and evidenced against the Schedule 7 deed.

Network, 21 Brock Street in Camden, a 136,300 sq ft grade-A office pre-let to Databricks. The end-use S106 deployment runs apprenticeships ringfenced for Camden residents, work placements for Camden 16+ students, LLW compliance, vacancy push-feeds into Good Work Camden, and Meet the Buyer access for Camden SMEs.

Construction Wellbeing Programme

Delivered on ownminder.com

A multi-site supply chain wellbeing programme for one of the UK's largest asset managers, delivered with Cognacity (Dr Phil Hopley) and built on the Ownminder Mind Fitness platform. There is no separate L&G site, the programme runs on Ownminder, with bespoke L&G-branded landing pages, QR-code site access, 13 evidence-based Toolbox Talks, and CCLA Q26 attendee declarations as audit-grade evidence.

Construction has the highest suicide rate of any UK industry, 3.7× the national average. L&G is the first major investor to address it as a stewardship obligation, and Ownminder is the platform that makes the programme transparent and tracked across the supply chain.
